The issues of creating the IT cluster in Altai Krai were discussed in the Administration of the region
Deputy Governor of Altai Krai Vitaliy Snesar held a meeting with the representatives of the enterprises and organizations on 5th April.
It was noted that the creating IT cluster will facilitate a solution to one of the most important tasks - improving the quality of government control. “For the consumer of government services for the citizen it is important to improve the quality of government control - through the introduction of innovative technologies, information solutions in this area. Objectives for improving the work of the authorities were at the highest level, the importance of this work was emphasized by the Russian President in his Address to the Federal Assembly of the Russian Federation,” reminded the representatives of the meeting Vitaliy Snesar. According to him, the use of information technologies will not only improve the efficiency of the work of the state apparatus, but also provide the formation of a new type of state relations with citizens and businesses.
IT industry development strategy for the period up to 2020 and up to 2025 and import substitution software plan until 2025 were approved at the level of the Russian Federation in 2014. As part of these documents Ministry of Communications and Mass Communications of the Russian Federation has taken a number of measures. In particular, starting January 1, 2016 the registry of Russian software has been in operation to limit purchases of foreign software in government agencies and state-owned companies.
Support fund of import substitution and export software was established with the volume of funds in the amount of 5 billion rubles. As part of the fund it is planned to use four support tools:
• subsidizing part of the costs for developing of the system software products;
• preferential loan financing for IT companies;
• co-financing part of the costs for promoting products, including abroad;
• creation of a center of competence, which continually monitors the government purchases and develops methods for the branch to the domestic software products.
The support schemes are in the developmental stage, including exemptions on insurance contributions for IT companies are considered. There are currently reduced rates of insurance contributions - 14% instead of 30%. According to the program more than 5,800 companies were accredited with a staff exceeding seven people.
According to Vitaliy Snesar the existing experience of Altai Krai in the field of cluster development will use for consolidation of efforts of all interested parties. “We can say with dignity and responsibility that decisions for the creation of clusters in different sectors of the economy have proved their value,” emphasized the Deputy Governor.
