The main indicators of socio-economic development of the region for 9 months have a positive trend

October 21, First Deputy Governor of Altai Krai Sergey Loktev held a meeting of the commission on sustainable development of economy and social sphere of the region. The problems of implementation of the plan of priority measures were considered for the first 9 months of this year in terms of the state support of business sectors, the financial sector of the regional economy, informed the Main Department of Economy and Investment.


According to Sergey Loktev, the main indicators of socio-economic development of the region for 9 months have a positive trend. Thus, the industrial production index was 100.8% compared to the average value - 100.3%, and food processing industry keeps a very high growth rate - 107.8%, the agricultural production index was 114.3%. Average monthly wages in nominal terms increased by 4.8%, cash income per capita rose by 2.7% (on average in Russia - 1.6%). Since the beginning of this year, inflation stood at 4.2% - it is almost 2.3 times lower than the same period last year. The number of registered unemployed residents decreased by 10%, the unemployment rate was 1.2% (this is the minimum level of the indicator since the beginning of 2015). Additional measures to reduce tightness on the labor market were held this year on 24 regional enterprises with the total number of participants in 1875 people.


“Small and medium enterprises make a significant contribution to the economy of the region: the region's business currently unites 90 thousand business entities, which employ about 40% of the population. According to the number of small businesses the region is steadily among the top three of the Siberian Federal District and in the top twenty of the leading regions of Russia,” said Sergey Loktev.


The Head of the Department of Altai Krai for Business Development and Market Infrastructure Eugene Deshevykh pointed out in his report that the implementation of all forms of support within the framework of the regional state programs to support and develop small and medium-sized enterprises the regional budget provided 45 million rubles. Additionally, the results of the competitive selection, held by Ministry of Economic Development of Russia in the implementation of the 11 activities of the program the funds were raised the federal budget in the amount of 158.4 million rubles. “It should be noted that all of our applications are supported in full, which made it possible not only to save the entire list of previously developed forms of state support, but also to implement a number of new initiatives,” said Eugene Deshevukh.


In particular, Altai Microloans Fund and Altai Guarantee Fund expanded opportunities to support 39 territories of the region, they will receive additional funds from regional and federal budgets for the implementation of business support measures at the municipal level.


Entrepreneurs of the region gained an additional opportunity to attract available credits under the Program for stimulation the lending to small and medium-sized businesses (Program 6.5) with a fixed rate of 10.6% per annum for small businesses and 9,6% per annum - for the medium-sized businesses. Loans are currently adopted totaling more than 1.63 billion rubles to finance 18 projects in the agricultural processing, construction, power distribution and food production. 19 projects are still in consideration of the banks, according to preliminary estimates, in the amount of 4 billion rubles.


Cooperation with the Russian Export Center is developing, the possibility of involvement of the federal budget is being worked up to compensate export-oriented companies on the certification of production costs, its promotion on foreign markets. In September, a regional “road map” to support exports was approved.


The work of the commission was attended by the Deputy Director of the Altai branch of OJSC Sberbank №8644 Mikhail Senokosov, the Deputy Director of the Altai branch of OJSC Sberbank № 8644 Maxim Baukov, the Deputy Director of the Altai regional branch of JSC “Rosselkhozbank” Maxim Eger, Director of the Operational Office “Barnaulskiy” of a branch of Bank VTB 24 (OJSC) №5440 Elvira Weber. According to representatives of the leading credit institutions in the region, Altai Krai keeps growth rates of lending. The facts of the Bank of Russia also suggest it. Thus, the volume of new loans increased by 12.2% on 9th January 2016 compared to the same period last year. At the same time the growth rate for legal entities and individual entrepreneurs grew by 7.5%, to individuals - 22.8%. There is also the increase in mortgage lending - 41.8% compared to the same period last year. In the total amount of outstanding loans, on the other hand, there is a tendency to decrease (by 4.3% less than on 1th September 2015), that shows a decrease in the total debt load in Altai Krai.


Summing up the meeting of the commission, Sergei Loktev noted that the Administration of the Krai is taking all measures to support citizens who want to become self-employed. This, in turn, helps to ensure the conditions for sustainable economic growth. There are also positive changes in the banking sector. First Deputy Governor of Altai Krai named the regular monitoring of the situation in the priority sectors of the economy, the social sphere, the systemically-important enterprises of the region, these are among the priorities for the implementation of a regional anti-crisis plan.
