Factors of the “new economic reality” were discussed by participants of the Stolypin Conference
In the framework of the VII Stolypin Conference “Regions of Siberia: the possibility of economic development” was held a sectional meeting “New economic reality: challenges and opportunities” on 18th August. Subject of sectional meeting focused on three issues: the actualization of strategic approaches, the development of import substitution, export activities and increasing non-resource exports of regions.
The moderators of the section were First Deputy Chairman of Council of the Federation Committee on Economic Policy Sergei Kalashnikov and the Member of Council of the Federation Committee of the Federal Assembly of the Russian Federation on the Economic Policy Committee Mikhail Schetinin. The sectional meeting was attended by federal experts.
The Head of Division of Complex Strategic Planning and Socio-economic Development of Territories of the Department of Strategic and Territorial Planning of MEDT of Russia Anna Kisel and Director of the Institute for Regional Studies and Urban Planning NRU “Higher School of Economics” Irina Ilina told about the principles of building an effective system of government strategic planning.
Leading expert of the Center for Applied Research and Development of the National Research University “Higher School of Economics” Alexander Kuryachiy presented project materials to the Strategy of Altai Krai, which is being developed within the framework of the Federal Law № 172 “On the strategic planning in the Russian Federation”. It should be noted that on the eve of the Conference its preliminary discussions with representatives of the executive authorities, expert community were held at roundtable meeting.
The representative of JSC “Russian Export Center” Andrei Zhigalov showed existing tools of financial and non-financial support of exporting enterprises to the participants of the sectional meeting. Heads of industrial enterprises of the region (JSC “RZZ” Rubtsovsky Dairy Plant of branch of JSC “Wimm-Bill-Dann”, JSC “Altaiskay krupa”, LLC “SiSort”) shared their experiences to enhance competitiveness and development in the field of import substitution and export business, talked about using new technologies, cooperation with partners, training of personnel.
Participants of sectional meeting noted that in the current economic conditions, the most urgent is the search for new instruments of development, the formation of new priorities and the transferring to a model of development that will better compete in modern world. Such factors come to the fore as macroeconomic stability, creating a comfortable environment for participants of economic activity, the development of competition, import substitution of products, which are competitive both in domestic and in foreign markets, stimulating the growth of non-recourse exports. Following the results of the section specific proposals will be reflected in the resolution of the VII Stolypin Conference, which will be sent to the federal ministries and agencies, and to the executive authorities and municipalities this document will become an orienting point for future work.
According to the Member of Council of the Federation Committee of the Federal Assembly of the Russian Federation Mikhail Schetinin, within the VII Stolypin Conference topical issues of socio-economic development of Russia, Siberia and Altai Krai were discussed: “We are talking about import substitution, and the capacity of export potential of the Russian Federation and regions, and the strategic development as a whole.”
By the Main Department of Economy and Investment of Altai Krai
